Regulatory Specialist
Job Overview:
The Senior Regulatory Specialist is responsible for managing TIME dotCom Group’s telecommunications and energy regulatory and compliance matters across Malaysia and assigned international markets including Singapore, Thailand, Cambodia, United States, Hong Kong, Japan and other jurisdictions, not including Malaysia.
The role covers compliance management, regulatory advisory, policy advocacy, regulatory audits, licensing, submarine cable matters, cross-border connectivity, regional expansion, and strategic engagement with regulators and government authorities.
Your work life:
Regulatory Compliance and Risk Management
- Manage regulatory and compliance matters for TIME Group's operations across the assigned jurisdictions and business areas.
- Ensure the Group's business activities, products, services and network arrangements comply with applicable laws, licence conditions, regulatory approvals, codes of practice, guidelines and standards.
- Monitor compliance obligations and ensure timely, accurate submission of periodic and ad hoc reports, licence renewals, payments and notifications.
- Identify, assess and monitor regulatory and compliance risks, and recommend mitigation measures to address compliance gaps and emerging issues.
- Engage proactively with regulators and government authorities to clarify expectations, address concerns and minimise enforcement and business disruption risks.
- Manage regulatory inquiries, complaints and non-compliance matters, and escalate material risks or breaches requiring management attention.
- Maintain compliance checklists, risk and licence registers, audit trackers and reporting schedules to ensure obligations are met on time.
- Maintain and improve regulatory processes and procedures for efficient, effective operations.
Regulatory Monitoring, Advisory and Policy Development
- Monitor and analyse developments in telecommunications and energy laws, regulations, licensing frameworks and industry practices across the assigned jurisdictions.
- Assess the impact of new or amended regulatory requirements on the Group's businesses, products, services, operations and strategic plans.
- Provide timely regulatory advice and recommendations to management and internal stakeholders on compliance obligations and approval processes.
- Prepare management papers, advisory memos, impact assessments and other decision-support materials on regulatory matters.
- Review and revise internal policies, protocols and compliance strategies to align with new or amended requirements, and coordinate implementation with relevant business units.
- Support the Group's regulatory compliance framework and provide regular updates to management on developments, compliance status, risks and matters requiring decision.
Policy Advocacy and Regulatory Engagement
- Develop and execute policy advocacy and regulatory engagement plans to represent the Group's interests and influence upcoming laws, regulations and policies.
- Draft and coordinate the Group's submissions to public inquiries and consultations, supported by regulatory research and benchmarking.
- Consolidate input from internal stakeholders and prepare position papers, briefing notes and presentation materials for engagements with regulators, ministries and industry bodies.
- Represent or support the Group at regulatory meetings and act as key liaison with regulators, ministries, government agencies and industry bodies.
- Build and maintain constructive relationships with regulators and government stakeholders to manage emerging issues and support the Group's long-term business objectives.
- Lead strategic engagement with Malaysian Ambassadors, High Commissioners and Embassy officials in the assigned countries to support regulatory priorities and regional expansion.
- Prepare briefing materials for engagements with Malaysian diplomatic missions and leverage these relationships to advance the Group's regulatory and business interests.
Licensing, Business Expansion and Regulatory Approvals
- Manage applications for new licences, renewals, approvals, registrations and permits required for the Group's operations.
- Provide regulatory support for regional expansion and strategic projects, including cross-border connectivity, market entry, network deployment and corporate restructuring.
- Assess the regulatory implications of proposed business models, products, network arrangements and changes in ownership or shareholding.
- Coordinate with regional entities and internal stakeholders to identify and address regulatory requirements before commencement of operations.
- Monitor licence conditions and obligations, and administer licence fees, bank guarantees and other payments to regulators.
Regulatory Audits and Inspections
- Lead and coordinate regulatory audits, inspections and compliance reviews conducted by regulators in the assigned jurisdictions.
- Develop the audit coordination plan, including submission timelines, and coordinate collection, verification and consolidation of required information.
- Act as main liaison between regulators and internal stakeholders throughout the audit or inspection process.
- Review audit findings, coordinate management responses and develop corrective action plans, monitoring implementation to closure.
- Report material audit findings and compliance risks to management with recommended mitigation measures.
Submarine Cable Regulatory Matters
- Manage regulatory and compliance matters relating to the Group's submarine cable systems.
- Coordinate regulatory approvals and permits for cable installation, maintenance and repair with the National Security Council, Marine Department, Department of Fisheries and other relevant agencies.
- Coordinate regulatory reporting on cable capacity, faults, repairs, outages and service restoration, and provide related regulatory advice.
- Support submarine cable protection initiatives and mitigate regulatory risks that could delay repairs or disrupt operations.
Reporting, Documentation and Stakeholder Coordination
- Perform regulatory data collection, analysis and verification to ensure submissions and reports are accurate and complete.
- Prepare and review regulatory correspondence, management papers, compliance reports and submissions to regulators and government authorities.
- Coordinate responses to regulatory inquiries by consolidating input from internal stakeholders, and maintain complete records of licences, approvals and correspondence.
- Prepare minutes, briefing materials and action lists for internal and external regulatory engagements.
- Undertake any other regulatory, compliance or stakeholder engagement responsibilities assigned from time to time.
To be considered, you’ll need:
- Education: Bachelor’s degree in Degree in Law, Economics or Business Administration.
- Experience: Minimum 8 - 10 years of relevant working experience with at least 5 years of experience in regulatory policy work within the telecommunications or energy industry.
- Skills:
- Prior experience in research and policy work.
- Able to write and prepare clear and concise presentation deck.
- Project management experience and analytical skills are preferred.
