Manager, Outside Plant (OSP) - Domestic & ASEAN Network Connectivity Solutions

Job Overview:

 

The Manager, Outside Plant (OSP) is responsible for planning, designing and optimising terrestrial network connectivity across Malaysia and the wider ASEAN region — whether delivered via own-build infrastructure or through 3rd-party Indefeasible Right of Use (IRU) arrangements. The role bridges network engineering and commercial solutioning, working closely with Sales, Product and Wholesale teams to design and deliver fit-for-purpose connectivity solutions for OTT, Wholesale carrier, and Data Centre (DC) customers who require bandwidth capacity, dark fiber, or fully managed connectivity services. The Manager also contributes to submarine and terrestrial cable project proposals, ensuring network build and route strategy align with both business growth and customer demand.

 

Your work life:

 

Network Design & Route Planning

  • Plan, design and evaluate terrestrial network routes across domestic (Malaysia) and cross-border ASEAN corridors, covering both owned OSP infrastructure and 3rd-party IRU/leased capacity options.
  • Assess build-vs-buy (own construction vs IRU acquisition) options for new and upgraded terrestrial and submarine cable routes, balancing cost, diversity, latency and time-to-market.
  • Develop route diversity, resiliency and protection strategies for backbone and last-mile connectivity serving regional data centre and carrier hubs.
  • Ensure OSP design, specifications and construction standards comply with local and international engineering guidelines across all markets served.

 

Customer & Commercial Solutioning

  • Partner with Sales and Product teams to design and scope connectivity solutions — wavelength/bandwidth capacity, dark fiber, and managed connectivity services — for OTT, Wholesale, and Data Centre customers.
  • Translate customer requirements (capacity, diversity, latency, SLA) into feasible network and commercial proposals, including cost estimation and delivery timelines.
  • Support pre-sales engagement, RFP/RFQ responses and contract negotiations for capacity sales, IRU sales/purchase, and dark fiber leasing agreements.
  • Identify opportunities to monetise network assets by enabling cost-efficient backhaul and last-mile connectivity for hyperscaler and carrier customers.

 

3rd-Party IRU & Vendor Management

  • Identify, evaluate and negotiate 3rd-party IRU and leased-capacity connectivity options across ASEAN to complement owned infrastructure and close network gaps.
  • Manage vendor and consortium relationships, contract performance, and commercial terms for terrestrial and submarine capacity agreements.
  • Lead tendering, procurement and documentation processes for terrestrial cross-border network projects and materials/services purchasing.

 

Capacity Planning & Project Management

  • Own capacity planning and utilisation forecasting across domestic and ASEAN terrestrial routes, optimising upgrades to meet sales demand and maximise entitlement.
  • Establish project baselines — scope, resourcing, budget and schedule — for new build and IRU-based connectivity projects, and track execution end-to-end.
  • Coordinate cross-functionally with OSP, Transmission, Subsea, Sales, Legal and Finance teams to ensure smooth, on-time project delivery.
  • Monitor implementation activities, manage risks/issues, and recommend corrective actions to keep projects on schedule and within budget.

 

Team & Budget Management

  • Manage yearly budget planning and cost-efficient spending for OSP and connectivity solution projects.
  • Guide team development, performance appraisals, and goal-setting for direct reports and project teams.

 

To be considered, you’ll need:

  • Bachelor's Degree, Post-Graduate Diploma or Professional Degree in Telecommunications, Electrical/Electronic Engineering, Computer Engineering or a related field.
  • 7+ years of experience in OSP and Subsea network planning, design, deployment and operations, including at least 5 years in a related network/connectivity role.
  • Strong working knowledge of terrestrial and submarine fiber optic transmission technology (DWDM/SDH) and related commercial aspects (IRU, leased capacity, dark fiber).
  • Proven experience designing or supporting connectivity solutions for OTT, Wholesale carrier, or Data Centre customers.
  • Experience in cross-border ASEAN terrestrial network design, tendering, and vendor/consortium contract negotiation.
  • Solid grounding in project management methodology, with the ability to lead cross-functional teams through complex, multi-stakeholder rollouts.
  • Strong commercial acumen — comfortable engaging in pre-sales discussions, cost-benefit analysis and contract negotiation.
  • Excellent organisational, multi-tasking and stakeholder management skills across geographically distributed teams.
