This position reports to Lead, Change Management
Job Overview:
The Change Management Engineer is responsible for ensuring all Planned Event (PE) activities are governed, coordinated, and executed effectively to avoid scheduling conflicts and minimise risk to TIME’s network and services. This role provides advisory and governance support to PE requestors, ensuring changes are compliant with established change management frameworks, telco standards, and regulatory requirements. The role plays a critical part in safeguarding network stability while delivering Excellent Customer Experience (ECE) through a well-planned, well-communicated, and well-executed changes.
Work Life:
- Governed and coordinate PEs to ensure alignment with change management processes, schedules, and network risk thresholds.
- Review, assess, and validate PE submission to ensure completeness, compliance, and readiness for execution.
- Provide advisory support to PE requestors on change planning, risk assessment, rollback planning, and customer impact mitigation,
- Ensure PE activities comply with internal policies, telco best practices, and applicable regulatory or compliance standards.
- Identify potential scheduling conflicts, network risks, and service impacts, and proactively recommend mitigation actions.
- Facilitate effective communication of PE to internal and external stakeholders and customer-facing teams to minimise service disruption.
- Act as a governance gatekeeper to uphold change quality, consistency, and adherence to approved standards.
- Support continuous improvement initiatives by identifying recurring issues, gaps, or non-compliance trends in PE submissions.
Requirements:
- Bachelor’s degree in Telecommunications Engineering, Electronic Engineering, IT, or related discipline.
- Minimum 2 years or relevant experience in telecommunications, IT operations, network operations, IT service management, compliance or change management.
- Must possess either:
- Prior experience in telecommunications or IT environment, or
- A compliance, governance, or assurance background with exposure to technical or operational controls.
- Foundational understanding of telecommunications network architecture, network operations, and PE / change execution in telco environment.
- Ability to understand and apply telco terminology to effectively engage with technical teams.
- Working knowledge or exposure to telco and IT standards, such as ISO standards, eTOM framework, ITSL/ITIL practices, MCMC regulatory compliance, etc.
- Strong analytical skills with attention to detail in assessing risks, impacts, and compliance gaps.
- Strong written and communication skills, with ability to engage technical, operational, and non-technical stakeholders.
- Effective stakeholder management and collaboration skills across departments/teams.
- Highly organized, with ability to manage multiple PE requests, deadlines, and priorities concurrently.
- Able to work independently, exercise sound judgement, and perform under pressure in a network environment.
- Customer-focused mindset with strong commitment to network stability, and ECE.
