OSP Planning Specialist

The position reports to the Head, Northern Coverage

 

Job Overview:

  • Responsible for detail planning of OSP/ISP plant infrastructure inclusive of engineering proposal, detail design of route for underground & aerial fiber optic installations.
  • Responsible for identifying appropriate materials and services, detail design drawings, Bill of Quantity for the proposed construction and implementation.
  • Responsible for addressing the feasibility, practicability and accuracy of proposed scope of work and working with relevant business units to ensure strategic smooth planning, implementation and execution of the project.

 

Work Life:

  • Responsible to produce detail design of Construction Plan (such as Corporate, Wholesale, Special projects, Network Coverage, Upgrading & Relocations)
  • Responsible to prepare the necessary documentation for Fixed Network Engineering project starting with Project Information Cost reply, Engineering Design and Costing, Project Scheduling, Approval Request cost form, preparing and issuance of Work Order for PR and implementation, and Hand-Over notes for records and Database Update purposes.
  • Responsible to prepare the necessary documentation for Fixed Network Engineering project starting:
    • Verify Technical Proposal
    • Produce project cost (Bill of Quantity)
    • Issuance of Work Order/PR for implementation
    • Material issuance and reservation
    • Preparation of Splice Configuration
  • Assignment of ADMS contractor and implementation contractor
  • Manage and monitor projects as to ensure that each Fixed Network project will NOT EXCEED the Appropriation Request (AR) budget without any proper justification or unnecessarily as well as adhering to the proposed Engineering Design Guidelines
  • Provide Project Manager with accurate Engineering Design and to ensure the feedback of red-line/as-built drawings upon completion of the works comply with the engineering plan and design.
  • To provide reporting and tracking on the current network capacity, network improvement and relocation activities and performance.
  • Responsible to verify documents (Technical Proposal, PO Copy, Invoice, Job Acceptance Certificate (JAC), CoC) for contractor claim submission for related project type.
  • Participate in open PO exercise for Planning & Design Work in order to minimise open PO issues in related area.
  • Strong knowledge and familiar with on ground Outside Plant (OSP) related requirement (ie civil and fiber infrastructure including Trunk / MAN/ CAN)
  • Liaise with other functional group within the department as well as inter department for project accomplishment or information gathering.
  • Provide technical assistance for Products Management & Coverage Planning and conduct site survey with related parties for new coverage and network expansion.
  • Responsible in managing CAPEX & OPEX spending for Key Projects as per Appropriation Request (AR) budget.
  • Responsible in adhering to instruction and duties given by the supervisor, immediate superior and to ensure its accomplishment as and when required.

 

Requirements:

  • Educations:
    • Degree in Telecommunication/Information Technology/Computer Science/Electrical /Electronic or relevant.
  • Technical Knowledge & Skills:
    • Fixed network infrastructure design & services.
    • Broadband technology & Connectivity of customer premise equipment.
  • Exposure or Experience:
    • At least 5 years of working experiences in Outside Plant & Inside Plant network infrastructure in Telecommunications industries.
