Transport Network - Support Manager (PMO) Thailand

The position reports to the Head, Transport Network

Job Overview:

We are looking for a results-driven Support Manager (PMO) based in Thailand to serve as the on-the-ground extension of TIME's Transport Network organisation in ASEAN. This hybrid role combines project delivery, regional network operations, and subsea investment co-management: you will support the design, rollout and operation of ASEAN cross-country terrestrial connectivity, while co-managing TIME's portfolio of submarine cable investments to maximise technical, operational and financial value. You'll act as the key link between TIME HQ (Kuala Lumpur) and Thailand operations, ensuring projects and subsea assets are delivered, maintained and commercially optimised in line with HQ strategy.

Your work life:

ASEAN Terrestrial Connectivity — Project Delivery & Planning

• Lead end-to-end planning and execution of ASEAN cross-country terrestrial network programs (backbone builds, DWDM expansion, data-centre interconnection routes) originating from or transiting Thailand.
• Develop master schedules using MS Project and manage dependencies, risks, budgets, and stakeholder communication across multi-country teams.
• Align design and rollout timelines with HQ teams (OSP, Subsea, Optical Engineering) to ensure Thailand-based projects integrate cleanly into the wider ASEAN network topology.
• Support proposals for new or upgraded terrestrial and ASEAN connectivity routes, providing local market and regulatory input for HQ's investment considerations.
• Work closely with Finance and Planning teams to develop budgets, forecasts, and long-range investment plans for Thailand and cross-border connectivity initiatives.

Subsea Portfolio Co-Management

• Co-manage TIME's portfolio of submarine cable investments (consortium and private cable systems) landing in or transiting Thailand, to maximise benefit from a technical, operational and financial perspective.
• Support HQ in tracking cable system performance, capacity utilisation, and O&M cost efficiency, and in preparing business cases for capacity upgrades, IRU sales/purchases, or additional investments.
• Represent TIME in local consortium, landing party, and cable maintenance agreement (CMA) matters, coordinating with HQ on consortium meetings, votes, and strategic decisions.
• Liaise with cable landing stations, marine maintenance providers, and local authorities to ensure landing point operations, permits, and repair readiness are maintained to consortium standards.
• Monitor subsea system health, restoration plans, and route diversity, escalating risks to HQ and supporting mitigation and investment planning.

Regional Network Operations

• Support backbone and PoP operations (fiber, DWDM, interconnects) supporting ASEAN connectivity in Thailand.
• Coordinate permits, site access, and preventive maintenance with local partners and vendors.
• Ensure SLA compliance across terrestrial and subsea-dependent services, and provide weekly operational reports to HQ.

Technical Support (TAC Interface)

• Support Tier-3 escalations for DWDM, ROADM, and subsea systems, coordinating with vendors and HQ engineering teams to restore service and prevent recurrence.
• Efficiently and effectively support the operation and maintenance of all subsea systems within scope, sustaining their competitiveness and strategic importance to the Company.

Regulatory & Compliance

• Support HQ in liaising with Thai telecom authorities (NBTC) to ensure legal and regulatory compliance for terrestrial and cable landing operations.
• Support licensing, permits, and cross-border connectivity approvals for ASEAN network projects.
• Maintain documentation for audits, consortium reporting, and regulatory submissions.

To be considered, you’ll need:

• Bachelor's Degree in Telecommunications, Electrical, or Network Engineering.
• 7–10 years of experience in transport network, OSP operations, or project delivery, including cross-border/ASEAN network exposure.
• 8+ years of experience in Subsea or international network operations, including submarine cable construction, consortium activities, and cable maintenance agreements.
• Direct experience co-managing or supporting submarine cable investment portfolios — capacity planning, O&M cost management, and business case development.
• Fluent in Thai & English; strong knowledge of local regulatory and cable landing requirements.
• Expertise in DWDM / Optical Transport Systems (Ciena, Infinera, Huawei) and their integration with subsea line terminal equipment.
• Skilled in MS Project, Smartsheet, Primavera; strong vendor and consortium management experience.
• Excellent leadership, coordination, and cross-functional communication skills across HQ and regional stakeholders.
