Head of Procurement Operations, Governance & Transformation

Job Overview:

 

We are looking for a skilled and passionate Head of Procurement Operations, Governance & Transformation to join our procurement team at TIME. In this critical role, you will be leading the company-wide procurement operations, governance, systems, analytics, and transformation agenda. You would also be responsible for ensuring procurement excellence, functional compliance, digital enablement, process standardisation, and capability development across the procurement organization.

 

Your work life:

 

  • Procurement Operations Excellence
    • Lead and optimise end-to-end Purchase-to-Pay (P2P), contracting workflows, and procurement operational processes.
    • Ensure consistent process execution across all categories and regions.
    • Oversee procurement shared services (where applicable), including PR/PO processing, vendor onboarding, contract administration, and catalogue management.
    • Define and maintain Standard Operating Procedures (SOPs), process manuals, and governance frameworks.

 

  • Governance, Risk & Compliance
    • Own the Procurement Governance Framework.
    • Ensure policy adherence across sourcing, contracting, vendor management, and procurement operations.
    • Lead internal and external audit responses and drive implementation of corrective actions.
    • Manage procurement risk registers, supplier risk controls, and compliance reporting.
    • Develop procurement KPIs and ensure performance visibility across all functions.

 

  • Digital & System Transformation
    • Lead the digital roadmap for procurement, including ERP, P2P, CLM, Supplier Portal, BI analytics, and automation tools.
    • Drive adoption of automation (RPA), analytics dashboards, and data-led decision-making.
    • Build system enhancements through UAT coordination, process re-design, and integration of best practices.
    • Champion a data governance culture ensuring accuracy, transparency, and actionable insights.

 

  • Transformation, Process Improvement & Change Management
    • Lead procurement transformation initiatives, including operating model redesign, automation, workflow optimisation, and capability uplift.
    • Manage cross-functional projects aimed at improving procurement speed, simplicity, compliance, and business value.
    • Apply Lean/Six Sigma or CIPS process best practices to streamline processes and eliminate inefficiencies.
    • Act as change sponsor for all procurement-wide deployment initiatives.

 

  • Reporting, Analytics & Performance Management
    • Build and maintain procurement dashboards covering spend, cycle time, compliance, risk, savings, and vendor performance.
    • Drive performance review governance (monthly, quarterly, annually) for all procurement functions.
    • Ensure availability of timely and accurate analytics for decision-making, forecasting, and strategic planning.

 

  • People & Capability Development
    • Lead competency-building for the Procurement Department.
    • Develop functional training, and capability frameworks.
    • Build a continuous improvement culture emphasising responsibility, transparency, and performance excellence.

 

To be considered, you’ll need:

 

  • Experience: Minimum 10 years in Procurement, Sourcing, Supply Chain, Shared Services, or Governance roles.
  • Technical Skills:
    • Experience with ERP/P2P/CLM systems (SAP Ariba, Oracle, Coupa, Ivalua, GEP etc.).
    • Preferably CIPS qualified or committed to certification pathway.
    • Able to prepare presentation decks based on the target audience and intended purpose e.g. for management decision-making, progress reporting, etc. 
    • Able to manage stakeholder expectations to ensure quality of deliverables based on project timelines.
    • Strong understanding of procurement policy, governance, risk management, and compliance.
    • Experience in telecommunications, technology, or large-scale project-driven industries is advantageous.

 

  • Soft Skills:
    • Self-starter and is results-oriented in order to drive project progress.
    • Proven leadership in procurement transformation, digital enablement, or process optimization.
    • Experience in leading team members on activities such as as-is process and maturity assessment, technology evaluation, opportunity identification, business case and roadmap creation and implementation of recommendations.
